Adaptation a former police cruiser for taxi would be pointless and unprofitable. Rockstar just reused police model for taxi and that's why there is "Police Cruiser" badge visible on the rear. Also lightbars are often placed on risers for better visibility in heavy traffic. For final effect, there should be a japan police logo placed on the grille instead of Ford logo, like on every japanese police car.
