It does a better job of the empire building concept than the Saints Row reboot. Also in some pre-release screenshots there was a motorcycle not featured in the final game, resembling something of a 1980s Suzuki:  A shame it was cut, would have fit in the setting quite well, and helped with Vice City Stories lack of new vehicles.
