I think it is a Ford Mustang Mach 1. Although the look of the back and front lights texture are from a Dodge Charger, but the car model here is more like a Ford Mustang Mach 1. Similar to the red new york car, which has the same front textures of the red Buick Regal from the Miami mission.

Or the Buick Skylark from Miami, which has back lights that looks like from a Chevrolet Chevelle in the ps1 version.

So all in all, I think it's a Ford Mustang Mach 1 with wrong lights.

This is the Superfly Car from the Playstation 1 Version.

It has a different model, but has the same front and rear textures as in the PC version.
I would have typed the car on a Ford Mustang Mach One first, but the textures are the same as the Charger from the pc version.

Not only there's a difference between the NPC and Playable versions of the Police car, but there's also variations between different cities; the aforementioned NY police car have a little difference and San Francisco police car have a white trunk among other things.

Also there is a NY version with closed headlights. I think we should make separate entries for playable version and NPC ones.

This car appears to have open hidden headlights. The 1978-1979 Dodge Magnum was known for having those headlights. There is no way, and I mean no way this is a 1971. This car has the looks of a late 70's car, not a early Monte Carlo. I understand you saying the tailights look like the ones from a 1971, but to say that the car as a whole looks like a 1971 Monte Carlo...or any 1970's Monte Carlo isn't true.
