It is a Ford. Olsberg is just the workshop which prepared the car for rallycross, so it is still considered a Ford.
In fact, Olsberg is no different from Prodrive, M-Sport, Baporo, RMC and so on.

Ford Europe's HQ is located in Germany IIRC. That's why every European Ford is listed as a German car.

|After thinking a bit more about it I can say it's just a free DLC. DLC = downloadable content. New cars = downloadable content. Bugfixes = updates/patches. If this content will bring some updates aswell doesn't matter, it's still free new downloadable content.|
