It's basically a police version of the traffic only Cayenne Turbo, and is only seen in Interceptor mode intro cutscenes, and in roadblocks. It is an undrivable vehicle, though, in a sense, it could be considered "unlockable" for being part of the LV III Roadblock upgrade.

The more agressive '08 update (shown here), along with the mighty SRT-8, couldn't save it, while it's European counterpart, the Chrysler 300/C Touring (estate) continued for at least another year.
