That quote you have given does not say its only driveable with mods! Its driveable without mods. Like your quote says, you can switch cars if you are the police man. Its the "B" button i think. You can even find this in the official manual. My High Stakes game is not modded and i can switch cars. Its not a mod, its a function. |
