No, they are quite literally the Lamborghini Murcielago from other parts of the game, but painted red, headlights blacked out and the rear chopped off to make them arcade machines.

Yes it looks like a arcade racing game machine that uses the front of a car like this (where the back is used):

In the same room you can also see something that looks like an Air Hockey Table.
