Hmm ok so after some digging, it seems the the car is based on the early MK2 golf with square headlights as the CitiGolf looks too new-ish to be this car

It's a VW Golf (just look at the side profile) - especially since it is named "German Hatch" in the map editor.

I'm still sticking with a VW Citi Golf. The in-game dialogue and model filename suggest that it's a Golf, and it appears to be pretty similar to the pictures. I don't consider grilles to be indicative of model and make, since making one up is the easiest ways for game designers to avoid litigation, but I admit that it shares some similarities to the Yugo. In fact, Yugos and Golfs looking strikingly similar in general

On first sight considering the proportions of the car I thought Yugo. But as pointed out previously the file is called German Hatch, the interior is defnintley Golf like.
I think in the game designers effort to make it not too similar to a Golf they ended up with a Yugo.

And described as South African in game in the intelligence files in the menu, IIRC. German + South African = CitiGolf?

To me it looks most like a Yugo though...
