Actually no, the design its similar to the Volkswagen Santana which was sold in Brazilian market, unlike the Crown Victoria.

In the game it mentions the cars from 1982 even though the Santana wasn't made in Brazil until 1985! Also it claimed to have set the standard for luxury sedans at that point.
