I think Lantzs09 is right, this ice cream truck is based on a Jeep DJ5.

It's hard to tell which model... the DJ5 has a range from DJ5A to DJ5M (1965-1984).

Reminds me of the Ice Cream Van in Carmageddon 64, game name "Mr Whip".
Can't find this model in the range of Mr Whippy Ice Cream Vans.
The front looks like a Jeep indeed, but I can't find a Jeep Ice Cream Truck that looks like this.
I came across this one, but I don't know what it is:
