(Update from an 8 year old comment of mine.)

Flames glitch appears to be present only on PAL PlayStation 2 copies' initial releases. Cannot confirm if this was fixed in the "Platinum" release. Flames appear as normal in the Xbox release/All NTSC-U releases.
