The Japanese wikipedia doesn't mention anything about the car not being available in Japan, and Automobile-Catalog lists specifications for the notchback coupe for Japan.

|Sure about that? From what I've read, the Gazelle was only offered in Japan in both bodystyles in the S11 generation. You might be confused with the Australian market S12, which was sold as the Gazelle only, in both bodystyles. The JDM S12 Gazelle was hatchback only.|

This one is definitely a Silvia though, because of the taillights. The Silvia has 6 big squares on either side of the license plate, whereas the Gazelle has 2 thin lines on both sides.
The notchback is a Gazelle, because the taillights run horizontally, while the Silvia's taillights run vertically. The grille of the Gazelle also has lots of tiny round holes, while the Silvia's grille has rectangular slots.
