IIRC that was the price for the cars added to Payback (DB5, Firebird, etc) but there were no challenges/races added to the game with those cars.
Because they added a new mechanic/side story it helps pay for development time. That and Khyzyl getting to do a few more kits before the game stops getting support which is unknown when that will happen during the transition period.

Agreed. It's five bucks, yes. But it's WAY more than just the car and some custom body parts. They give you some story and missions to go with it, definitely worth it.

As much as I don't like that this is a $5 USD car, the customisation kits and challenges that go along with it make up for the cost in my opinion. There are kits that make this into a longtail/GTR and everything as well as the custom kits.
