It's based on a 1994 Chevrolet Lumina NASCAR with Pinnacle Trading livery.

To unlock this secret car, highlight Bobby Labonte's car at the car selection screen in Exhibition mode, then hold X and press Up, Down.

Now the secret car should be unlocked.
