This is just the 1970 Buick Estate Wagon found in-game turned into an SUV, if anything the "1968" model year is incorrect as the details match more closely with the 1976 model year for the GMC Suburban, but regardless, it's just a remodeled wagon made to look like an SUV.

It does appear in-game when playing as Officer Owens in the intro, they drive by the diner on the street with other traffic, after that they don't appear anywhere else.
