You’d likely have a high chance of seeing many petrol/diesel vehicles in the 2030s. Some non-electric models would still be on sale in some US States, but this game’s time setting is set in 2038, and several States will ban the sales of non-EVs by 2035, but not all.

Wouldn't it make more sense to give him like a late 90's Monte Carlo, because I'm pretty sure this thing would be in the same level as a late 60's coupe is today, in the 2030's

Car is a mix of 1980s GM G-bodies, but primarily based off the 1987/88 Oldsmobile Cutlass Supreme, best identified by the distinctive 'shovel' nose and flat (rather than waterfall) grille along with the headlight pattern (dual enclosed bulbs on each side with side marker light inline with headlights). The taillights are closer to a Pontiac Bonneville, but the car is definitely a midsize G-body, not a full size B-body Delta 88 like the entry originally listed. The interior is also almost 1:1 with the interior of a mid-80s Cutlass, down to the quad gauge cluster on the right side of the dash and the number of slats in the air vents.
