In the United States, cars use model years (which is not the actual production year), and usually they go on sale during the previous year. Random example: 1968 Pontiac GTO in a 1967 movie: imcdb.org/vehicle_1780466-Pontiac-GTO-24237-1968.html So the Mesa and the Stretch could exist during the events of GTA Vice City.
