Horizon Chase's cut entries are allowed because those models were released as part of the final game, that later were subsequently updated in a patch released sometime after the game was released. We don't allow beta designs that were only part of pre-release/beta builds.

That happened before with GTA 3 page, but the early vehicles designs was not accepted and later deleted. |
