This game was a special spin-off featuring the latest cars of the time and concepts. It was heavily showcased at International fairs. I remember playing it at many manufactuer's booths, each featuring a set demo of their cars and circuits, at the Geneva International Car Exhibition.
The highlight was really the Toyota Pods race, as they actually held one there.

Very "Arcade-ish" and fun game, too short but cool. The game has so many hidden cars/manufacturers from GT3, including Acura and DaimlerChrysler (Chrysler) and U.S Lexus. Most of them are new and never appear in GT3 and even GT4

That's because they changed it due to the copyright rules regarding the car. Kit car companies had made loads of money off of the GT40 name from the 70's through to the 2000's, and Ford didn't bother with a lawsuit so they referred to the production model as a GT starting from 2005 onwards. In GT Concept it is referred to as a GT40 like the actual concept car it is based on, you can even see it in this screenshot. To comply with the lawsuit though, the car was renamed the "GT Concept" in GT4 and beginning from GT6 the door stripe now reads "FORD".
Original Concept:

This image was hard to find as a lot of the images have since been photoshopped to read "Ford GT" on the door.

That's basically like saying a Mitsubishi Eclipse is of Japanese origin, when in fact, it was developed and built exclusively in Normal, Illinois, making the Eclipse a car of US origin.

Same case goes for the Crossfire.

US nameplate, but since it's based on the [R170] SLK, and was exclusively built in Osnabrück, Germany, it technically should be of German origin.

It's a damn shame this isn't in GT4 or GT5.

It was probably due to the fact they'd have to make another set of physics that's only going to be used on one car. They already had the Daimlers' fan on the bottom, the SLR's brake-activated rear wing and the Prius' electric power so Polyphony probably said "Fuck it" and didn't put the car in.

Rally car. In GT3, it was classed as the prototype and had no major sponsors on it, along with the bugeye Impreza. Since GT Concept was released after the rally season had started, they were able to put the sponsorship decals on them, but they drove identically.

Turns red when you crash or get hit. Blue if you're losing (I think) and yellow for various other moods (Winning the race and going at high speed are two I can think of.)
