(The "Rune" brand in GTA V has 2 other vehicles, the "Zhaba" based of the Ukrainian Sherp ATV, and the "Kosatka", a Soviet cold war era submarine. Based on this it seems safe to assume that the "Rune" brand is supposed to be a mix of manufacturers from the (former) Soviet Union.
