That looks more like a Rover Mini Cabriolet, looking at the front at the headlights, indicators, fenders, doors and wheel arches.

Considering there wasn't a factory 500 with a full droptop, it could be a 500 Jolly Ghia with regular doors added, instead of the doorless open style of the actual Jolly Ghia, and full droptop in place of the Jolly Ghia's canopy top, or just simply a custom built 500 convertible.
