Lol, no it isn't. There are lots of video games with wrecked schoolbuses as static props, including all the other GTA games.

What throws me off is that the headlights are under the hood and not on protruding fenders like most buses, so it wouldn't be an International model. And it doesn't really resemble any of the ones that have that wider hood. The only thing I can think of that's remotely close is a 1982 GMC B-Series:

I think this is an S-Series rather than a Loadstar.

Thinking about it, the front end doesn't remotely match any school bus, so I guess it could be classified as "Made for Game"

what i heard this school bus was once a mobile home and then abandoned.
