Scion is just a marque Toyota came up with for the US. So this is actually a rebadged Toyota GT 86/ FT 86/ 86. So it's just a joint-project between Toyota and Subaru. And since the Toyota was first, it would be better to say the Subaru is a copy of the Toyota.

Actually, this car is a joint-project between Toyota (called GT86, if I didn't guess wrong. And Scion(FR-S)) and Subaru (BRZ).
