Its a mix of Renault 25 by its large size and wheels

I say this, since I did not find any pictures of the 604 taxi, but if of other Peugeots, then it is a 604, but they were inspired by the Taxi that the Tagora has.
It could also be that at the time they used any car that is resistant as a taxi, like many other Peugeots, nothing more that would have to be fixed in Films between 1978 and 1986 in France, especially in the streets of Nice.

Although it can also be a mixture between the American Peugeot 604 of 1979 and the Tagora.

78.media.tumblr.com/a36b6936c5bb667a00252bb58aea76dc/tumblr_ndagy8d7TS1taq1ojo7_400.jpg
Taxi Parisien says, it used to be a taxi in France at some point in the late 70's, only the front lenses were changed because of the real brands in the vehicles of the game, as happened with the Ford Mustang of Miami, other is equal to the car of the photo, even the wheels of the car are the same as those of the game.
It is not a Renault 9 or Allianz, it is not a Renault brand, it is Talbot, because, they are small cars, the Tagora is a longer and bigger car like in the game.

It doesn't really look like a Renault 9 or 11 apart from the grille. And not a single angle of the car looks anything like a Talbot Tagora.

Some of you guys need to learn to look at the entire car, rather than just focusing on tiny details like the door handles and the wheels. Those things are changed to make the in-game car look generic. The general shape of the vehicle is what's more likely to be influenced by real-life cars.

So far, the closest suggestions have been the Audi 100/200 and the Toyota Crown.

At this point, it doesn't matter any more. I've done my best but it really just doesn't make any sense how this car can possibly be a Talbot Tagora. The front end doesn't match and the body is very much comparable to the Renualt 9 even though the developers could have possibly made it bigger to resemble a Tagora. So there's no use in going on with this debate any longer since everyone has clearly said enough. Nothing will change.

Not to dredge up this long-running debate again, but i believe that it is a Tagora. If you even pay attention to the car's proportions, not to mention it's wheels, you would be able to tell the difference. For one thing, the wheelbase is much too long to resemble either the Renault 9 or 11. Both of those were compact cars, but this one is clearly a midsize vehicle. Just look at the side profile, the Tagora clearly matches the car depicted in terms of size:

Tagora:
