Not a downloadable. According to the Need For Speed website, it will be an 'early unlock' in the Limited Edition, meaning it will be unlocked at the start of the game.

People with non-Limited Edition copies will have to unlock this (and the MC Stradale) later in normal game progression, just like Criterion did with Hot Pursuit Limited Edition (a small amount of cars unlocked early, but the cars aren't Limited Edition exclusive).
