Looks more like a late 70's early 80's Dodge Magnum. It was based on the Chrysler Cordoba/Dodge Charger Body, and featured clear headlight covers as seen on this vehicle.

it isn't any Cadillac. In the Driver 3 guide it states in the car section " this car was used by Starksy and Hutch in the popular TV series" or something like that. But it is def a Ford Torino.

Yep, although this one doesn't look like the Starksy and Hutch car the game guide names it as one, maybe this is a later model?
