That doesn't look like a toyota hiace, maybe it's a toyota LiteAce or
Known as toyota van in North America

Why unlockable? It can be seen in traffic. I know it's rare but appears sometimes.

You can get this car in Mission I Scream, You Scream.
How to get it:
1st trigger the mission
2nd Pick up the brief case
3rd find a Icecream
4th Store it on Garage and do NOT detonate. Type the cheat weapons type 3 and kill yourself
5th Check out and you can drive this car everyday, forever you want

Although the thing about the import/export garages is one you complete the lists you don't get a bonus vehicle, you just have the option of being able to spawn one of the vehicles you've delivered on the list. I think you may have needed to do as part of the 100% completion.

Notice how Mr Whoopee (the face on the side of the van) looks like Ronald McDonald.

Yes, I remember the rarity of this vehicle :D I deliberately saved one in my garage as if it was a collectors item.

This is one of the hardest vehicles to get hold of in the game, it appears in the El Burro phone mission "I Scream, You Scream" (but the thing is you have blow it up in that mission), and can be found very, very occaisionally in Cedar Grove, Shoreside Vale (it sometimes appears at around 16:00 but it can be gone in an instant if you don't catch it). The thing is you need this for the one of the import/export garages, I later realised it sometimes appears as one of the burning vehicles in the Firefighter sub-missions. It's a funny looking vehicle, it looks a bit like one of those small Japanese vans. It's a bit like the vehicle was an afterthought, it has no radio and can't get dents like the other vehicles can. Instead of having a horn, it just plays an ice cream van jingle if you press the horn key.
