front end much more closely resembles the 2003–2011 model than the 1998-2002 model

Rear bumper also matches the Grand Marquis. However the front lights look more like the ones from Crown Victoria. Personally I am for it being listed as Grand Marquis.

Also consider that it could just have the trunk and hood swapped, as the rest seems to match the CVPI, and they're largely the same car, parts like that can easily be swapped.
