Yes, I'm very sure about it. I don't know why you think it wasn't sold in Japan.

The Japanese wikipedia doesn't mention anything about the car not being available in Japan, and Automobile-Catalog lists specifications for the notchback coupe for Japan.

Both the Silvia and Gazelle were sold as notchback and hatchback coupes in Japan.
This one is definitely a Silvia though, because of the taillights. The Silvia has 6 big squares on either side of the license plate, whereas the Gazelle has 2 thin lines on both sides.

The notchback is a Gazelle, because the taillights run horizontally, while the Silvia's taillights run vertically. The grille of the Gazelle also has lots of tiny round holes, while the Silvia's grille has rectangular slots.

True. Could be a Gazelle. The coupe is a Silvia, hands down, though, as the Gazelle was only offered as the hatchback in Japan.
