Going by the way the tail lamps are set up (the Flex tail lamps are vertical), I'm thinking it's an Explorer Police Interceptor Utility (PIU).


The general shape is boxy like the Ford Flex, none of the Explorer's have that flat a tailgate. PIU lights are also pretty vertical
