I still think it's based on a Mustang, especially with RockStar's 'Stallion' name, but who knows really. The Mercury Cougar is also a good option, but that's based on a Mustang body shell anyway.

The GTA1 Stallion was clearly a Mustang, but this is a bit of a mix of different things. On other games in the GTA series this has been listed a Pontiac GTO but I really don't see much resemblance. The speed and handling of the Stallion varies throughout the games, in GTA3 the handling is quite bad, it fishtails like hell, but in San Andreas it is more sporty.
