You can manipulate it like other vehicles in the game (make it go forward and backward) but your character can't jump in the driver seat and drive it.

I mean, there's no doubt that it's an Elek Motors product, but I'm certain Tidis isn't the in-game model name, it's just got Tidis Corporation branding on it.
