The livery seems to be some amalgamation between MPDC and the old USCP 2000s-era livery.

I'm pretty sure this is a 2013 model Malibu, going by the square tail lamps. They face-lifted the Malibu after only a year in 2014, but this one is a 2013 due to the pre-facelift front end design.
