developers usually shit on correct model years!! if this game was made in 1992 you can say "oh god, this is impossible. no 1993 car in 1992". but hell, this game is from 2004 set in 1992 so a developer in 2004 knows a 1993 car and can place it in 1992 set game because he likes it!

There is an 87' Caprice used as a police car in Las Venturas. Anyways, about the other thing, why shouldn't a brand new car apear in traffic often? I mean, a few months ago when the new Renault Clio was released, there were quite a few of them on the roads in my country. Same goes for when the new Focus was released, back in spring 2011.

|The game is set in 1992, but cars usually come out a year before their model year. Despite that, a 1980s Caprice would've been a better choice for the police/taxi cars. 1991-1993 Caprices were brand new at the time, so there'd be fewer of them on the streets.|

|The black window trim makes it to a 1991 to me. The 1991 and 1992 both had closed rear wheel wells, the only difference were the black/bodypainted pillars. Not sure about 1993, I know the open wheels make it look like one but the game is set in 1992 and changing the wheel wells was one way to change the model from a real 1991 caprice to a knockoff. Its always hard to decide the year if there are so many differences in the game model compared to the real cars. The same with the Premier, the LSPD and the SFPD cop car. And maybe something that could be interesting: theres still a model of the copcar with closed rear wheel wells in the cut scene game files. You cant find it ingame anymore but rockstar planned to use a more 1991 caprice like model before editing it to the current one.|
