Personally, I think that the unlockable tag should only be used for "reward" vehicles, i.e. cars that only spawn after a certain mission/goal is completed. The vehicle gets "unlocked" and the player is free to drive it after that point. Cars that only appear in certain circumstances like this one, or mission-specific vehicles like the RC Baron or SWAT that don't respawn after they appear, shouldn't count in my book.

I like how Rockstar used VIce City´s Sabre engine sound for the Phoenix and not the Hotring Racer's. So suitable

Phoenix is obtainable only in the San Fierro Hills race or if you manage to kill Big Poppa during a Home in the Hills without destroying his vehicle. It certainly isn't an unlockable vehicle.

This car can be obtained by three legal ways (excluding cheats) - race in SF as eaglewagon1 said, stealing it from mission A Home in the Hills, or, and that isnt maybe a true, but it could spawn in SF police station garage. Strange vehicles can spawn here, ex. boat Marquis... I guess I saw it here in blue color and round fog lights. Info if anyone would like to ask in future.
