It IS available for PC - it is hidden ingame files, you can change namefile of this car (bigfoot.4ds) to normal car and you CAN drive it!

I got this, when I beat the racing mode for the PS2 version. In PC version, I am not so sure. I use to have the PC version 6 years ago. But I have lost the disc.
