This is actually the 'dubsta2', aka. the alternate blacked-out version of the regular Dubsta, which I tend to call it the Flat Black Dubsta. These didn't spawn in traffic unlike the regular Dubsta, and you can only find these in the starting line of off-road races in Single Player. Also in the next-gen versions of GTA V, there are some pre-modified Dubsta2 driven randomly by NPCs in traffic.
