Not sure if it's a game glitch or something with the most recent update, but apparently now these are spawning in traffic with the sign on the roof, but missing the RAPIDCAB livery.

Just spotted one in Southwest SF with the sign, but painted plain silver. Previously, the only other way to get the taxi variant was to spawn one with Car on Demand with a custom livery, but now they're coming up otherwise standard, just with the roof sign. Go figure.

Interestingly, if you summon a Valiance CE through Car on Demand, it may randomly spawn the taxi version instead of the standard one.

This likely indicates that the taxi isn't counted as a separate model from the normal Valiance CE, but rather the same as a liveried version of a standard vehicle, like the numerous liveried versions of the Landrock Van 2500, for example.

It also means that you can get a Valiance CE taxi with the paint job of your choice.

I'm willing to bet the game would do the same with the Vessel, Crosscountry Series, and Cavale.

Edit: Cavale taxi confirmed to be available the same way.

True, but we've seen in previous game sequels where variants of certain cars have disappeared.

Look at Roman's Taxi (GTA IV), the civilian Esperanto (also IV, both of them replaced by an unplayable Police Roadcruiser), the Schyster Caddy (yet again IV), the Interest (Saints Row), the Five-O (disappeared after SR2), the original Vapid Police Cruiser (IV again, replaced by a more modern version, and the civilian Stanier), FBI Rancher (disappeared after the end of the 3D era of GTA, eventually replaced by the unplayable North Yankton police variant of the Rancher XL and the FBI variant of the Grainger, both in GTA V), etc.

Just out of curiosity, how many taxis are there in this game? Are the Crosscountry and Cavale taxis still there, or is it just down to this and the Vessel?

The cars on which the other two are based seem to be in this game, so perhaps.
