No. Keep in mind that there are another hundred of cel-shaded games out there.

Guys, don't mix up game engines with shaders here. Drift City is using Gamebryo/Net Immerse game engine, while Auto Modellista is using custom engine developed by Capcom. And yes, GT Cube is one good example of cel-shaded game :)
