Long anticipated, yet largely considered underwhelming, Fallout: New Vegas takes place 4 years after Fallout 3, through the eyes of a new character, the Courier. Obviously, it takes place in a different location, as well. Currently, the game is still very buggy (especially if you have the PS3 version, which can't be patched currently because the PSN is down, like me :/ ) Most of the enemies are overpowered compared to the last game, which means that your just going to chew through more ammo, for no good reason. Many of the quests are also unoriginal, just going from location to location asking questions. However, the gambling aspect does add a new way to win lots of "caps" quickly, or lose them. (remember to save often ;) ) Finally, it doesn't feel as empty as Fallout 3, so it doesn't feel like a true wasteland. Finally, even though none of the Mohave Wasteland was directly hit by nukes, there are still NO drivable cars! Why? However, it is still a great game for fans of the series, and will probably be fine after a few more patches.

According to the fallout wiki above, most the cars where nuclear powered and when shot at they explode with the same power as a mini-nuke. It also says that lots of human knowledge was lost in the war so people could not maintain the cars, and resources where very low to properly restore or maintain a car, but still, no drivable cars? Next game they need drivable cars.
